Capacity Building on e-Government Skills

This sub-component will increase the capacity of the public administration on the skills needed for e-Government. Hence it will plan a public sector e-Government skills development program; and provide necessary training the use of the e-Government horizontals across the other public agencies . Given the growing penetration rates of mobile phones, this sub-component will also provide awareness and training programs for the IT-staff to encourage the strategic use of m-Government in their programs and agencies. The sub-component will also train higher-level staff in IT planning, strategizing, and upgrading project management skills so that they can holistically support their agency’s e-Government efforts. It will also support the capacity building needs of BCC and the MoICT) in particular, so that they may provide improved e-Government support to the other agencies. The scope of this sub-component includes the following:

a. Develop a brief master plan for e-Government human resource development, and design the training program for the next five years. It will facilitate and conduct consultations to define priority areas, delivery modalities, standards, and other program cornerstones

b. Improve and expand existing training capabilities and competencies in BCC. Hence, it will provide foreign and local specialists for “train the trainer” program in specific areas related to ICT and e-Government

c. Select training materials (including software, text books, computer based training, online and multimedia) and database

d. Provide technical training to various levels of IT-related government staff on:
 

  • Various e-Government foundations established by the project, in order to build the other agencies’ capacity to use these foundations, and mainstream their use across the public sector;
  • Basic systems, networks, and computer support and management skills for relevant IT-staff across the government agencies;
  • Key desktop and functional applications, such as installation, preventative maintenance, networking, security and troubleshooting, operating and configuring basic network infrastructure. In addition, it will provide awareness training in customer orientation and communication;
  • Strategic IT planning, project management, and change management for information systems (application of effective methods and techniques and a firm understanding of the practical dynamics and challenges of IT projects); and
  • IT governance and infrastructure planning for information systems (IT-specific methods and techniques, management by objectives, monitoring and evaluation, etc.).
